An Ordinance of the Village of Villa Park, DuPage County, Illinois, to Increase the Maximum Number of Licenses Permitted Under Class EE Liquor License.
The current business May's Lounge located at 100 E Roosevelt Road, Suite 5, is being sold to Zachary and Amanda Heidner. May's Lounge current operates a Class EE license authorizing the sale at retail in restaurants of beer and wine only to patrons seated at tables on the premise. The current EE license would be surrendered upon the sale of the business to Mr. and Mrs. Heidner. The Liquor Commission has approved the issuance of this license.
An Ordinance Amending the Villa Park Municipal Code In Order To Establish Rules Regarding the Committee of the Whole
The proposed ordinance, if passed, will establish the rules under which Committee of the Whole Meetings will take place. If first reading is waived, then the first Committee of the Whole Meeting under these rules will be held Monday, September 12, 2022 at 6:00 P.M. If the Board would prefer to give have two readings of the ordinance, then a Special Meeting would have to called to keep the proposed time and agenda for a meeting on September 12.
Multiple Ordinances of the Village of Villa Park, Illinois Regarding Variations Related to the Development and Construction of an Apartment Building Located at 27 W. Park Boulevard, Villa Park
As discussed at the last Village Board meeting, Ross Builders, Inc. proposes to redevelop certain property for the purpose of redeveloping, constructing and operating a four (4) story, twenty-four (24) unit market-rate apartment building with elevator, individual storage units on each floor, with internal and external parking. A total of six (6) variations to the Village's Zoning Code are required in order to allow for the development as proposed. Hearings were held before the Village's Planning & Zoning Commission on the requested variations. The Commission voted 6 – 0 to recommend approval of four of the variance requests indicating strict application of the zoning code or unique characteristics of the site create a hardship. The Commission voted 3 – 3 on two of the variance requests with not all of the Commissioners finding the Petitioner has sufficiently demonstrated that the variance requests for parking relief and lot coverage are due to hardship caused by conditions of the site, or practical difficulties of the zoning ordinance, and not based on financial return.
The Village Board will consider six separate ordinances on this matter, with each ordinance independently addressing a variation requested by the developer related to the subject property.
An Ordinance for the Village of Villa Park, Illinois Granting a Special Use for Vehicle Body and Paint Finishing Shop for the Property Located at 225 W. Stone Road (Petition PZ-22-0007 / 225 W. Stone / Let’s Go Motors)
This Ordinance, if approved, will allow for special use approval of the property located at 225 W. Stone Road to operate as a vehicle body and paint finishing shop. Let’s Go Motors, the applicant of the special use, currently operates as auto dealer at its location in the Village. The business model is to purchase vehicles and sell, not rebuild vehicles. The applicant indicates clean title vehicles are bought, minor body work is completed, and vehicles are sold. Use of the vehicle body and paint finishing booth is described as an accessory use for the auto dealership. At the July 14, 2022 public hearing, the Planning & Zoning Commission voted 6-2 recommending approval of the special use contingent on certain conditions as set forth in the Ordinance.
Resolution of the Village of Villa Park, DuPage County, Illinois, Approving an Engineering Services Agreement with Civiltech Engineering, Inc., of Itasca, Illinois, for Phase II Design Engineering of the Tri-Trail Connector Project in an Amount Not to Exceed $101,184.01
The Tri-Trail Connector Project is proposed in the Village of Villa Park's Capital Improvement Plan (CIP). The project's objective is to increase the safety of pedestrians and bicyclists using the Village's three trails and to improve the connectivity of those trails. The project's engineering design is budgeted for CY 2022 and needs to start this year to meet the timeline for the FY 2024 STP grant funding the Village has been awarded. Staff recommends approval of an engineering services agreement with Civiltech Engineering, Inc., of Itasca, Illinois, for Phase II design engineering of the Tri-Trail Connector Project in an amount not to exceed $101,184.01. Funding for this agreement will be from the TIF 4 and TIF 5 Funds.
This item satisfies the Village's Short-Term Complex Goal #1 Continue using an aggressive infrastructure replacement/development plan that covers sewers, water mains, streets, etc.
Resolution of the Village of Villa Park, DuPage County, Illinois, Approving an Engineering Services Agreement with V3 Companies, Ltd., of Woodridge, Illinois, for Phase III Construction Engineering of the Jackson Pond Improvement Project in an Amount Not to Exceed $198,943.43
The Jackson Pond Improvement Project is proposed in the Village of Villa Park's Capital Improvement Plan (CIP). The project's objective is to expand the Jackson Pond stormwater detention basin to lessen the frequency and severity of area flooding. Staff recommends approval of an engineering services agreement with V3 Companies, Ltd., of Woodridge, Illinois, for Phase III construction engineering of the Jackson Pond Improvement Project in an amount not to exceed $198,943.43. Funding for these engineering services would be taken from the Stormwater Fund. The Village will utilize a portion of its $4 million disaster mitigation grant from FEMA to pay for these services.

A Resolution Approving an Intergovernmental Agreement Between the Village of Addison, the Village of Villa Park, and DuPage High School District 88 for School Resource Officer Services.
If passed by this Resolution, this Agreement would extend the existing agreement between Dupage High School District 88 and the Village of Villa Park for six years. This agreement provides a School Resource Officer to Willowbrook High School in exchange for payment of 60% of the cost of the SRO officer. The Village of Addison is also part of this agreement. Their officer is assigned to Addison Trail High School.
Resolution of the Village of Villa Park, DuPage County, Illinois, Approving a Contract with Corrective Asphalt Materials, LLC of South Roxana, Illinois, for the 2022 Pavement Rejuvenation Program in an Amount Not to Exceed $68,580.49 and to waive the bidding requirements.
Since the early 1990s, the Village has been utilizing a rejuvenating agent known as "Reclamite" as part of its preventative maintenance program to extend the life of asphalt roadways that have been resurfaced or reconstructed. Reclamite restores asphalt components that are lost during the pavement aging process and helps protect against the air and water intrusion into the pavement. This extends the quality of the road surface delaying the need for other costly road maintenance such as crack filling and patching. Due to the limited applicators for this type of product, the Village has historically received one bid for this work. Therefore staff is recommending to waive the bidding requirements and to award the a contract to Corrective Asphalt Materials, LLC of South Roxana, Illinois, in the amount of $68,580.49. Funds have been budgeted for this work in the Street Improvement Fund account number 60.502.02.299.
